HMRC Opens VCS Grant Round for Tax Support 2027-2030
His Majesty's Revenue and Customs (HMRC) has opened applications for its Voluntary and Community Sector Grant Funding for 2027 to 2030, aimed at helping unrepresented customers who need extra support to engage with HMRC. There is a total of £11 million in funding (£3.7 million per year) for a three-year period (April 2027 to March 2030). Grants of between £40,000 and £1 million per year, with a maximum threshold set at 50% of the organisation's turnover (last audited accounts) are available. The funding programme is to commence 1 April 2027.
The funding aims to help customers return to mainstream HMRC channels by building capability and confidence, and by resolving issues that act as barriers to engagement, including HMRC debts and outstanding tax obligations. The support is for customers HMRC finds hardest to reach, including people with reduced mobility, sensory disabilities, low digital capability or confidence, mental health conditions, neurodiversity, language barriers and those affected by life events such as bereavement or relationship breakdown, as well as prisoners and people on probation.
Eligible applicants include public sector and non-profit bodies that are registered charities, voluntary and community sector organisations, social enterprises, mutuals or co-operatives. Applicants must have three years' financial history, a turnover of at least £80,000 per year and financial systems to track spending and evidence that it is used for the activity set out in their bid.
Services must be accessible in England, Northern Ireland, Scotland and Wales, either through UK-wide coverage or community outreach in deprived or remote areas.
Proposals must address two of the following three activities:
- Supporting customers with 'simple' tax and tax related enquiries.
- Supporting customers with 'complex' tax and tax related enquiries.
- Supporting customers to use HMRC's digital services.
Support can take various forms, such as 1-2-1 advisor help that is face-to-face, by telephone, Teams or web chat, or f2f or virtual webinars, outreach or workshops.
There will be two live Q&A Sessions with the HMRC Grant Funding Team on 11 June and 17 June 2026.
Applications are accepted from 8 June to 3 July 2026 (23:59).
